Measure O - New Police Operations Building Design Services

The scope of services for the RFP include, but not limited to, conducting a feasibility study and preparing design documents for the new police building to incorporate police operations, 9-1-1 dispatch center, and emergency operations center (EOC).  The current Campbell Police Department is located in City Hall at 70 North First Street, Campbell, California.

Proposers may view or download the RFP documents for free by registering with www.QuestCDN.com.  After the login, go to the “REQUEST” tab then enter the Request Number 6716369.  Only when the RFP documents are downloaded, the Proposer will be entered to the Planholder’s List to be notified of any changes or addenda to the RFP. 

Pre-Proposal Site Tour (Mandatory): 

Proposers must attend the mandatory Pre-Proposal Site Tour scheduled for 11:00 a.m. on Wednesday, February 19, 2020 at the Council Chambers in City Hall at 70 North First Street. 

SUBMITTING THE PROPOSAL:  

The Proposal and Fee Proposal as required in the RFPs must be received by the City no later than 4:00 p.m. Pacific Time on March 10, 2020.  The City requires that all Proposals and Fee Proposals be submitted in an electronic format (e.g. PDF) via a CD/DVD or flash drive.  The Fee Proposal shall be submitted in a single sealed envelope separate from other Proposal documentation.  Both the Proposal and Fee Proposal shall be clearly marked for “Measure O – New Police Operations Building and delivered or mailed to:

All Proposal documents shall be delivered in sealed packaging. The sealed packaging must note the Proposer’s name, address, contact person(s), and phone number.

Qualifications:
MINIMUM QUALIFICATIONS FOR THE CONSULTANT

The City is seeking proposals from design consultants with the following minimum qualifications with preference for experience within the greater San Francisco Bay Area:

1. Minimum five (5) years of applicable and recent experience in programming and designing public safety, law enforcement, 9-1-1 dispatch, and emergency operations center facilities.
2. A design team with expertise in architecture, site planning, structural and civil engineering, landscape architecture, Mechanical/Electrical/Plumbing (MEP), budget and cost analysis, and in the field of public meeting facilitation.
3. Third-party cost estimator with at minimum five (5) years of recent experience in estimating public safety and/or civic building projects in the greater San Francisco Bay Area at various design stages.
4. Experience in preparing bridging documents for soliciting proposals from Design-Build entities for government projects.
5. Availability and willingness to frequently travel to City for site visits and meetings with City Council and City staff.
6. Pre-proposal Site Tour. No Proposer shall be qualified to submit a proposal on this Project unless it has attended the mandatory pre-proposal site tour on Wednesday, February 19, 2020 at 11:00 a.m. at City Hall located at 70 North First Street, Campbell, California.
