Stormwater treatment measures are required for all construction projects that create and/or replace 10,000 square feet or more of impervious surface (including road and trail projects). The following types of projects trigger C.3 requirements when they create and/or replace 5,000 square feet or more of impervious surface:
Retail gasoline outlets
Auto Services facilities
Pre-construction: Applicants must submit and have approved a Stormwater Control Plan (SWCP), including sizing calculations, plan sheets, C.3 Data Form, etc.
All Building permit and Public Works plans must include a copy of the “Blueprint for a Clean Bay” plan sheet.
Projects with active building permits over 1 acre in size must maintain a SWPPP and are to be inspected once a month during the wet season (October - April).
Developments with a restaurant or retail component shall purchase and install full trash capture devices on the property, which must be maintained by the property owner in perpetuity.
Any storm drains on private property shall be marked with appropriate stormwater pollution prevention message such as "No Dumping - Flows to Bay". Developer is responsible to add these markings upon construction.
Projects must receive certification from design consultant. Certification verifies the proper installation of all stormwater treatment measures in accordance to approved plans.
Some projects may be able to take advantage of credits for lower implementation of LID requirements. These projects are classified as special projects. Typically these projects are pedestrian oriented urban design projects. The credits are dependent on the location of the project, amount of new / replaced impervious area and density / FAR. To determine if a project qualifies as a special project complete and submit the Special Projects Worksheet (See Appendix J of C.3 Stormwater Handbook).
The City has designated specific areas as commercial / business / priority districts. For the Special Projects Worksheet, to determine a project's location relative to the City's designated areas, refer to the following maps:
Downtown Campbell is designated and zoned as a central business district. The specific boundary can be seen on the Downtown Map.
Winchester Boulevard is interpreted to be a special district with the formulation of the Winchester Boulevard Master Plan and can be categorized as a pedestrian-oriented commercial district. The specific boundary can be seen on the Winchester Map.
Pruneyard / Creekside Commercial District is designated as a special project area in the City’s General Plan (LUT 30-35) and can be categorized as a pedestrian-oriented commercial district. The district boundary can be seen on the Pruneyard / Creekside Map.
Priority Development Area (PDA) is designated as the Redevelopment Project Area and can be seen on the city’s zoning map or the PDA Area Map.
